Covert skill tree governs all attempts to be sneaky.
The tree is shown here (along with the command that yields it) with the stat dependencies breakdown for each leaf skill. As mentioned in
The Rearrange, this information is extremely useful when considering
bonuses.

Natural Covert Commands Available to All Players
While the commands below specifically reference skills in the
Adventuring tree, it is logical to assume they would also employ some
Covert skills also; specifically
covert.stealth.
Special mention should also go to the
fence command, as stolen goods can only be sold to fences. (And, technically, Player Shops - but only if it's something particularly desirable.)
